This is a very simple rule:

You are only allowed one signature request per month.
This rule is being placed into effect because members whom request more frequently only get negative feedback on the request itself.

Also:
Do not reply to a signature request unless it is answering the request, or giving advice to make the request better. (Or being helpful in general). This means that posts simply telling a member that his request will probably not be filled will be treated as spam.

The overall goal of this rule is to help cut down on the negativity and flaming that often finds its way into the gfx forums. Given that, please feel free to reply with any ideas/suggestions/comments in this sticky.

This should calm some people down a bit. And at least it gives the gfx artists some respect.

good idea, i've been seeing WAY too many requests by a specific "member"...

To be fair, Arma might have had a tiny bit to do with this rule. Actually, it was his idea.
