You can make a pixel in any program really. You can make it in Photoshop, Microsoft Paint, a program I use called Paint Shop Pro 7.0, or any other program. There really isn't a specific program for it since you can do it in just about any program that you like.

use paint, all windows computers have it and has the tools u need to begin.

To be honest, no clue where I got it from. My parents told me that they kinda illegally got it like how some people do for Photoshop, lol. So I'm not too sure where you can get it.

Well, one tool in paint that I love to use is the curve line, lol. If you are trying to do curves, then you should really use it. Pixeling will take a while to get used to and stuff. Sometimes when you can get it to look good, then you just have to keep re-trying. To be honest, Paint is probably one of the best programs to use for pixeling. Or at least it is in my opinion. Well, good luck with trying pixeling out, it can get tough sometimes.
