So I am at the part where I should be fighting with the Mercenary Captain but every time I hit attack I get sent away in the desert. What am I doing wrong, I made the bet, and I attack him. Do I have to talk to him or something?

Talk to him, keep complimenting him, ask to work for him, then tell him you can't do it, then try and get him to fight you.

One more thing, what do I say to the guy with the cart?
I'm not sure if you're at this part yet but:
"32. Head northeast and use Ana in a Barrel with the Mine Cart. Then, talk to the Mine Cart Driver. Talk to him in this order: the second topic, first topic, third topic, third topic, third topic, second topic, and then the first topic. You will then end up just outside the main doors of the Mining Camp."
