you can't import filters, you can setup plugins. that first thing.
now if you would have searched this forum befor starting a new thread you would have found atleast 1 post which explains how. i searched "burshes" and found several answers, here's one by shiningnite:

If they (the brushes) are unzipped already you select it, on the left side (I'm assuming your not using Mac or Linux) it says move this file under File and Folder Tasks.
Then expand Windows (C:), Expand Program Files, Expand Adobe, Expand Adobe Photoshop CS2, Expand Presets, Click Brushes, and hit Ok. Then you can load them while running Photoshop.
note that foldernames change accourding to ur photoshop version but its still: Adobe folder > photoshop folder > presets > brushes.
that works the same for most of those kinda stuff (textures, gradiants and such) you just need to download the right file and move it to that folder unzipped.
Fontsthats a whole diffrent story. Font files are usually either .TTF (true type font) but thy can also be .fon (less used). eventhough thy are extremely small most of the time (below 200KB) thy are in either a ZIP or RAR format (compressed).
- download the ZIP/RAR file and chose 'open' (make sure you have a program that can extract those kinds of files.
- when the download is complete and the program loads you select the font file and extract it to a folder on your pc (make sure you know where you save it and not just some random folder).
- go to that folder and:
- Win XP user: copy that file and go to WINDOWSROOT$ (usually c:\windows) then go into the 'fonts' folder and paste the font there. a small dialog box with 2 progress bars should come up and install your font.
- Vista user: Just right click the font file from the folder you extracted it to and chose "install". a small dialog box with 2 progress bars should come up and install your font.
- using in photoshop:
- CS2 and below user: you will have to restart your Photoshop inorder to use that font.
- CS3/CS3 extended user: the fonts should appear in ur text tool's font list without restarting photoshop.
most plugins are executables that install themselves, just turn off photoshop, install them and load photoshop back up.
