How do we charge it, do be able to teleport???

You can charge it in the basement of the heroes guild.

This means you have to complete heroes quest before your able to enter. You can recharge at the fountain of heroes in the basement.

You need to take the uncharged amulet to the basement of the heroes guild outside Burthorpe and use it on the fountain in said basement.
