Yeah, its the shortcut remover for sure, because its a bad image trying to be pasted over all the images.
I'd look at this page:
http://windowsxp.mvps.org/arrow.htmand try to fix the registry manually (obviously be careful...). CCleaner must have removed the registry key that your program set, messing things up, but that shouldn't happen if you do it manually - I've done it on my computer and it works fine for me.
