You need help on how to host an html file basically? that's a question for computer help and stuff... not the graphics section tbh
What you should note that if you want to make a proper template all editable text should be in text format not image. and that's why the display image should always use standard fonts and more importantly without anti-aliasing!
on another note, are you sure that image you used isn't copy righted? because it's a very popular print from devart :S you should check CC rights on that especially considering this is being used in commercial use.

The piece is called "We live no more" I'm pretty sure... look it up @ devart.
now:
Once you get the HTML output file from photoshop, basically all you need to do is upload it to your host.
But I suspect you'd want to make stuff like raw text in editable areas and adding flash and so on. which means that unless you have prior experiance with HTML you'll need to use an editor such as dreamweaver/expression web and such.
First though, I'm gonna warn you. Photoshop uses a technique which is considered obsolete and bad in modern site-building: It takes the image and basically puts all the slices in a table with cells in the size of each image. You are much better off either coding it professionally over a current CMS or sending it for coding by someone who knows how to create tableless templates.
What do you want to do with that image once you exported it? I'll try to help you from there.

You need to shorten the height of that banner a little bit. Add some more glossy effects or something to make it look at least remotely modern and interesting.

Not everyone enjoys looking at the same art equally You are not a seasoned professsional at photoshop yet. You still have a shit ton more to go through and experience in the scene before you can make certain judgements.
Your main problem lies in properly decoding the messages and feedback givin to you on your pieces. You cannot seem to withdraw the correct criticism out of the comments. Let alone, understand what the criticism relates to and where to go/what to do next in order to improve yourself. This results in you acting as if you got flamed because somebody didnt like it the way it was. Not everyone wants to say it like that, they are simply telling you ways to improve yourself.. Its a part of the artists job to be able to handle criticism correctly otherwise you wont be progressing anywhere in this field anytime soon.

I never said or thought I was a pro, in fact I'm a beginner at web design, I don't even normally make web templates on Photoshop, I usually just make LP's and sigs
fishermanim helped me by giving me some steps and tips
you helped by telling me the right programs...
xemaul helped by telling me how to improve the look of the template
but...

I never implied that you thought you were a professional yet. And also, my message isnt directly intended for your web designing skills alone. The whole thing was targeted torwards you as an artist. Open your mind up and just think about the whole philosophy part for a moment.
