I'm looking to get one. Any suggestions? Looking to keep the price under $60-70.

just a heads up, 60 bucks is a tight budget. and that basically means you can either buy a large low quality, older model. Or you can buy a higher quality Wacom tablet, which will probably be smaller.
Things you should look for in a tablet before buying are the following:
DPI - the detail reslution of the tablet. at least over 2K.
LPS/PPS - lines/points per second. How fast is the connection. at least over 100.
pressure levels - How many levels of pressure does the pen recognize. I'd suggest at least 512 for smooth transitions in lines.
buttons and such - most tablets have buttons and touch pads that can be programed and they are very useful. not necessary, but nice.
My suggestions, a Bamboo or small Bamboo Fun from Wacom. they are quite small for what you'd think, but the quality is undisputed.

Just because something is smaller does not neccesarily mean it is inferior, correct?
I looked at Wacom last night and I wasn't sure because I don't really know exactly what to look for. Right now it looks like I'll need to wait until my birthday (November) to get anything, but I might get the medium Bamboo Fun if I wait, because I could get it from Amazon for $150.

Well it might be harder to draw on, like an index card opposed to notebook paper.
Also, ebay is your friend.

I have Wacom Intuos3 in A5 size, cost about £150-190, but it's really worth it. Of course, you need to be able to draw or whatever irl, otherwise it may not help much at all.
