It's a Feebas. They're really hard to catch and are rare and shit and people try very hard to get one, not because it's good, it sucks, but because it evolves into a really good and beautiful Pokemon, but only if they max the beauty stat with food and stuff.

Of course, they might do it wrong and it won't evolve at all, and they'll probably throw it into some secluded box 19 or release it.
